Phil Sayer Lifetime Achievement Award
The Cole County Fire Protection District is proud to announce that Board of Directors member Bill Farr is the 2025 recipient of the Phil Sayer award from the Fire Fighters Association of Missouri (FFAM).
The award is given yearly by the Phil Sayer family through the FFAM to an individual who has shown outstanding service and dedication to the fire service.
Bill has spent the past fifty years of professional experience in the areas of the fire service, law enforcement and Emergency Management. Bill has provided exemplary leadership qualities and professionalism, backed by a consistent record of achievement. Bill has proven to successfully work and plan with the fire service, both career and volunteer, law enforcement, Cities, Counties, State, Federal and local communities.

Over the years, Bill has served in many aspects of public service;
Bill served in the United States Army, Volunteer Fire Fighter in several fire departments, Fire Chief of two different fire departments, Police Officer, Emergency Management and the Missouri State Fire Marshal’s office.
Bill was also an instructor in many facets of his career in the United States Army, the Missouri State Fire Marshal’s office, Missouri State Highway Patrol and Fire Training for many fire departments.
Bill holds many training and certifications through the Missouri State Highway, Missouri Division of Fire Safety and law enforcement.
Bill held many positions within the Missouri Division of Fire Safety eventually becoming Missouri State Fire Marshal from 1996 to 2005.
Bill Farr has truly given his life to public service. The Cole County Fire Protection District is proud to be associated with Bill and all the knowledge that he provides to the district.
